By kissing, the kisser flatters the kissed, implying a sort of gracious superiority? A way to reinforce loyalty amongst the devout by demonstrating they are worthy of the leaders affection? Or maybe in acneint Roman times being affectionate with any and all was a sign of open-mindedness, or some other desirable trait in a leader.
