It’s definitely Japanese - the presence of Hiragana gives it away, although it’s quite a bit more angular than I am used to learning.

This is a Japanese shunga porn print of the early to mid 1800s. These sex-ed prints were (and still are) included in a bride’s luggage when she leaves home.

Here’s a Japanese website (offshoot of 2Ch) that has a huge collection of these shunga along with their inane commentary (funky machine translation).

It’s definitely Japanese- that tiny lettering next to the big letters is the phonetic reading (furigana). Judging by some of the characters used　（よろひ instead of　よろい, for instance）、as well as the art style, I’d say it’s probably Edo era?
