Cheerleader Interference
I am largely innocent of the particular rules of football, and I certainly do not know the specific vocabulary I would need to articulate the correct names of the rules violations involved in sending the cheerleading squad out onto the field to interfere with the forward motion of the football by means of creative displays of athletic nudity. But I am morally certain of two things. First, that this must, somehow, be impermissible; and second, that if this were nonetheless a more common strategy, I myself would be a much more faithful fan of the game:

I interpret this as a runner gone out-of-bounds rather than cheerleaders on the field of play. Nonetheless the bared breasts could, if they belong to the cheerleading squad of the opposition and the officials determine that they’re being bared on purpose as a distraction, be flagged as unsportsmanlike conduct: a big 15-yard penalty.
Unless it’s the now-defunct XFL. I have no idea how that would have been handled there.
Well, that all seems reasonable enough. But unsportsmanlike? It seems very sporting to me!
