Bishops: Sex Abuse Rules!
I really think they meant this headline to be “Bishops Agree To Sex Abuse Rules”, but sadly, somebody in Ireland flailed:

That did make me chuckle, though.
I think it was only missing punctuation:

“Agree” can be used as a transitive verb in British English, unlike in US English. And “rule” in the sense of “to be awesome” is relatively new and mostly restricted to younger people in Ireland, apparenty. I actually missed this one (I’m an L2 English speaker).

To add, so I initially thought the joke was that bishops have agreed on when and how, and whom, it is ok to sexually abuse. I only parse “rules” as “is awesome” when I’m reading American English.
Story about Boy Scouts having sex ed classes in the UK. In the UK the scout salute is three raised fingers. This was the story on the BBC news website before someone there suggested the picture might not be appropriate.

I gotta tell you, fleebag — I don’t know where you are, but to me here in the US, there’s nothing about that gesture that’s inappropriate or obscene. I assume from context that it means something dirty to you?
