Actually I think the headmistress is just telling the faculty that these college girls have been caught cheating on their exit exams and showing them the primary areas of their anatomies that must suffer the consequences.
I mean, the visiting genius, Dr LaSalle, is instructing the team of doctors in her revolutionary new digital proctology techniques, today using the female doctors as subjects, tomorrow the male doctors change places with them.
No, no, no, I’ve got it. The men have wandered into a house in Amsterdam where a quartet of scantily clad women were looking out of a large picture window only to be sternly sat down and lectured by the land lady that her tenants are exhibitionists and voyeurs but touching them is strictly forbidden. The frustrated men must sit there with their hands in their laps and then quietly leave.
