These are not new stories. Remember when ICE demanded and got admin privileges from that file-swapping website back in 2010? Or when the FBI operated a child porn site back in 2013 in order to monitor the users? Well, last year Reason magazine reported that for a time in 2016, the FBI was operating on its own servers at least half of the child porn sites on the TOR-protected darkweb. Apparently the agency had a court order to hijack these sites (24 of them) and operate them long enough (usually for a month) to deploy identifying malware against the users, but in the process the agency sort of took over the market.
