Long before you could buy wings at Hooters, the notion of bodacious and underdressed waitresses serving your food was a going commercial concern. According to Atlas Obscura, the photo below is from Le Boeuf à la Ficelle, a fine dining restaurant (associated with a World War II era Parisian brothel) where the servers wore only aprons and high heels:
