Clowns By Carlo
I would perhaps be able to explain this pair as carnival clowns, but there remains the pet bug to confuse us:
Artist is Charleno, perhaps better known for his BDSM illustrations under the signature “Carlo”. There isn’t much online about the artist under either name, though this French-language blog post suggests that Charleno was a newspaper illustrator before World War II.

There is a caption available for this Charléno cartoon, if you look for it.

Moi mon cher, je n’exigerai de mon mari ni le toilent, ni la fortune, j’epouserai même un inconnu pauvre qu’il ai un nom.

Me my dear, I will not demand from my husband either [linen?]clothes or a fortune, I will even marry a poor stranger if he has a name.
It seems to echo this quote in a story, but I lost interest as soon as that arsehole Marquis was mentioned.

“I will not require of the woman that I marry neither birth, nor fortune, but a spotless name.”
Yup, you can see that written at the bottom of the large photo you get when you click the cropped version that displays in the post. Thanks for the transcription and translation! I didn’t bother trying either one, because I’ve learned it’s hopeless to try and transcribe hand script in a language I don’t speak — the errors that creep in make machine translation utterly impossible.
