Genius economy of effort, the background isn’t the point, the characters in the foreground are what we’re interested in, so he didn’t waste time with too much scenery. Amazing shading and pencilwork on the outlines.
It seems a bit grassy and tree-shaded to be a beach.

Agreed that this is not the typical image that comes to mind when one imagines a stereotypical beach, as a resident of a coastal American State, and a somewhat avid camper, I can assure that this is quite what comes to my memory when reminiscing about visits to various riverside beaches in various distances upstream from their mouths where they empty into the ocean. In the State of my residence, we have named beaches (some with sand and even some without!), where you can often sit beneath a tree and spit into the water and even places where you might dangle a toe into the water if you’re not afraid of the poisonous water moccasins I’ve sometimes noticed nearly hidden beneath the reflective surface.
If you’ve never been to such a location however, I can easily see why you were somewhat puzzled…
