The caption reads “I only got a few feet of this when something happened to the camera — Martha wrecked it.” I don’t know whether Martha is giving him the evil eye for showing those few feet of 8mm home movie footage of happily topless Pacific island women, or for blaming her, apparently in all good justice, for the limited amount of available footage:

The cartoon has an artist signature lower left, but the contrast is too low for me to make it out.
