I would perhaps be able to explain this pair as carnival clowns, but there remains the pet bug to confuse us:
Artist is Charleno, perhaps better known for his BDSM illustrations under the signature “Carlo”. There isn’t much online about the artist under either name, though this French-language blog post suggests that Charleno was a newspaper illustrator before World War II.

Yup, you can see that written at the bottom of the large photo you get when you click the cropped version that displays in the post. Thanks for the transcription and translation! I didn’t bother trying either one, because I’ve learned it’s hopeless to try and transcribe hand script in a language I don’t speak — the errors that creep in make machine translation utterly impossible.
